In our research we found more than 2,400 new units (apartments, condos, and single-family homes) are coming to Encinitas. Our mission is to create a helpful resource as you navigate all the housing options in Encinitas.
Some of these developments are already for rent/sale, others are still under construction, a few are still in the review cycle or concept proposal phase.
Background – Nearly all of these projects have some percentage of affordable units, as mandated by state laws, which allow developers to bypass zoning laws and add more units if they reserve some of them as ‘affordable’, or, below market rate. The projects built under Encinitas’ Housing Element have an inclusionary rate (# affordable units) of about 20%.
Encinitas Housing Element Update (HEU)
The majority of construction seen today in Encinitas is a result of this planning document adopted on April 7, 2021.
The HEU identifies 15 properties for new construction by increasing their density to multi-family, or R30+ (original zoning was typically agricultural or single family), and streamlines zoning to comply with state laws (SB 330, SB 35).

New Affordable Housing
The 15 HEU properties and their status. All are multi-family projects (apartments or condos). Affordable units are typically for rent only, with one known exception (Piraeus Pt.)
New Single Family Homes & Condos
These are typically for sale only and are not part of the HEU (Housing Element Update), but often have some affordable units.
